Procedure for Issuing an Invitation to Come to the Russian Federation to Study at an Educational Institution

An invitation for a foreign citizen to come to the Russian Federation to study at an educational institution is issued by a local directorate of the federal internal affairs authorities at an educational institution’s request.

A foreign citizen who would like to study at Astrakhan State University must take the following action so that ASU could apply to the Astrakhan Regional Migration Police Directorate for an invitation:

• complete the questionnaire “Personal Data of a Foreign Citizen Necessary for an Invitation” (See “Templates & Forms of Documents” of “International Activities” on this web site);
• complete with their own hand Form 1 of Application for a Foreign Citizen’s Invitation to Come to the Russian Federation to Study at an Educational Institution (See “Templates & Forms of Documents” of “International Activities” on this web site);
• complete Form 2 of Application for a Foreign Citizen’s Invitation to Come to the Russian Federation to Study at an Educational Institution (See “Templates & Forms of Documents” of “International Activities” on this web site) (in case an authorized representative of a foreign citizens submits this Application per procurationem);
• provide a copy of the initial page of their passport with their photo and personal signature;
• dispatch these documents to the official address of Astrakhan State University.
